This form is designed so that we can fully understand:
1) Who is your target audience?
2) What do they need to do?
3) Why aren't they doing it?

Brainstorm for three actions that the target audience are (not) doing, that are having a big impact, or are very common, that are preventing objective from being achieved.
Put them in order of which action would have the most impact on achieving the goal.
